By comprehensively implementing the spirit of the 20th National Congress of the Communist Party of China and General Secretary Xi Jinping’s important exposition related to safety production, Yintai Gold has firmly established the red line awareness and bottom line concept of safety production, carefully implemented the main responsibility for safety production and responsibility system for safety production for all employees, continued to carry out a series of safety production and occupational disease prevention and control activities such as safety and health education and training, job hazard investigation, and safety culture construction, and continuously strengthened the safety and health awareness and safety skills of employees, which effectively promoted the overall improvement of safety management of the company.

Safety production system

By adhering to the safety management policy of “Safety and prevention first and comprehensive governance”, Yintai Gold effectively implements “Work Safety Law”, “Mine Safety Law” and other laws, regulations, policies and standards, strengthens the management of production safety, improves the level of production safety, and effectively protects the health and life safety of workers in the working process. Furthermore, the subsidiaries of Yintai Gold formulated their own safety production system, and a number of safety management systems such as the “Safety Production Policy Management System”, “Safety Production Objectives” and “Indicators Management System”, and “Safety Production Responsibility System Management System”.

For example, the safety management system of Qinghai Dachaidan utilizes nine key elements of full process closed-loop management to implement the institutionalized management of safety production into multiple specific measures such as education and training, on-site management, emergency management, and accident management, and ensures the effectiveness and sustainability of safety management system through continuous improvement. For each element, Qinghai Dachaidan provides clear operational procedures and management regulations to effectively control the standardization level and quality standard in the safety management process.

Simultaneously, Qinghai Dachaidan has promoted the safety production responsibility system of “One job, dual responsibilities”. The General Manager shall be responsible for the overall responsibility, each Deputy General Manager in charge shall be responsible for the safety production work within their scope of responsibility, while each functional department shall comply with the principle of “People who is in charge shall be responsible for it” and do a good job in safety production within their business scope, formulating a safety production responsibility system of“Horizontal to the edge, and vertical to the end”.

Safety risk control

In order to effectively prevent accidents and reduce property losses and casualties, Yintai Gold’s subsidiaries, in accordance with national laws and regulations, formulated a number of risk management systems, such as “Major Risk Management System” and “Security Risk Classification Management System” to screen risk points that may lead to accidents through an all-round and whole-process investigation, comprehensively and hierarchically implement risk control measures to ensure their continuous effectiveness, so as to achieve source governance and control of safety production, and further build a long-term mechanism for safety production.

Qinghai Dachaidan further standardized the dual prevention mechanism for hierarchical control of security risk and hidden danger investigation and management to identify possible safety risks in the new workplace, update and record the risk point in the dual prevention mechanism.

Safety production emergency management

In order to standardize and improve the emergency management, improve the ability to respond to emergencies, and minimize property losses, environmental damage and social hazards, Yintai Gold’s subsidiaries formulated a number of systems such as “Emergency Management and Corresponding System”, “Emergency Exercise and Emergency Plan Review Management System”, and “Emergency Support Management System” according to laws, regulations and relevant provisions including the Safety Production Law, Management Measures for Emergency Plans for Production Safety Accidents, etc.

Construction of safety production culture

The subsidiaries of Yintai Gold continuously carried out some cultural construction activities related to safety production, including safety education and training, safety knowledge competition, safety exercise competition and other diversified activities, which effectively popularized safety production knowledge, enhanced employees’ awareness of safety production, and continuously strengthened the safety management level from the perspective of cultural awareness.

By focusing on physical and mental health of all employees, Yintai Gold is committed to providing safe and healthy workplace for employees and contractors, preventing work-related injuries and health damage, implementing occupational disease prevention and control policy of “Prevention first, and combination of prevention and control”, and carrying out classification management and comprehensive governance for health risks in the production environment. Complying with the requirements of the Occupational Disease Prevention and Control Law, the subsidiaries of Yintai Gold respectively formulated a number of systems such as “Occupational Disease Hazard Prevention and Control Responsibility System”, “Occupational Disease Hazard Warning and Notification System”, “Occupational Disease Prevention and Control Propaganda”, “Education and Training System”, and “Maintenance and Repair System for Occupational Disease Prevention Facilities ”to effectively prevent occupational diseases and protect the health and related benefits of workers.

In order to comprehensively protect the occupational safety for employees during the occupational health and safety development management, Qinghai Dachaidan established a triple guarantee mechanism, i.e. organization guarantee, system guarantee and fund guarantee. At the same time, a variety of occupational disease prevention measures have also been taken, which can effectively implement occupational disease prevention and control measures through regular occupational disease hazard testing, provision of restructured labor protection equipment, and engagement of professional medical organizations.
